Pharmacist who dispensed two brands without SSP and committed CD breach warned

A pharmacist who dispensed two different brands of a medicine against a prescription when no serious shortage protocol (SSP) was in place and failed to make accurate records in the controlled drug registers has been warned by the regulator.

The General Pharmaceutical Council’s investigating committee said Christopher Serhat Ulus breached four of its standards when he dispensed a mixture of Medikinet 5mg tablets and Tranquilyn 5mg tablets against a prescription for Medikinet 5mg tablets without an SSP while working as the responsible pharmacist at Allcures Pharmacy in July 2024.

The committee also found Ulus failed to make accurate records in the CD registers “and specifically retrospectively changed entries in the controlled drug register for Tranquilyn 5mg tablets”.

He was found to have breached GPhC standards one, five, six and eight which state pharmacy professionals must provide person-centred care, use their professional judgement, behave in a professional manner and speak up when things go wrong respectively.

“The pharmacy professional’s conduct calls into question their honesty, integrity and trustworthiness and is likely to undermine confidence in the profession,” a report into the hearing said.

“Mr Ulus is warned that the safe custody and accurate recording of drugs is essential for safe and effective patient care and that pharmacy professionals must act with integrity at all times.”

The GPhC said his warning, which will be published on the register for 12 months, was sufficient instead of referral to a fitness-to-practise committee hearing because he had shown “some insight and the incident appeared to be isolated”.
